Francis Devlin Obituary

Francis "Bud" Devlin Jr. passed away peacefully on November 24th, 2025, spending his final days as he preferred-surrounded by the family he loved and keeping everyone smiling with his trademark humor. Even near the end, he couldn't resist offering a joke or a well-timed sarcastic comment, paired with his unmistakable laugh. To know Bud was to eventually become the good-natured target of his wit, a role many wore proudly.

Bud was raised in Windsor Locks, and after marrying the love of his life, Kathy, he settled in Somers, where he raised his family and spent the rest of his life. He placed immense value on community and public service. Bud served the town for decades as Judge of Probate and remained active in civic organizations, including the Lion's Club and Rotary.

He is survived by his wife of 58 years, Kathy; his children, Fran, Bruce, and Susan; his seven grandchildren; his brother, Philip, and sister, Marilyn; and many extended family members and friends. He was predeceased by his best friend and brother, William (Bill), and his brother Robert. The Devlin family would also like to extend heartfelt gratitude to Joe Badu, Bud's devoted caregiver, affectionately referred to as his "third son."

We carry forward countless memories and lessons from our years with Bud, but none more meaningful than the final days spent at his side-days filled with honesty, tenderness, and even moments of laughter that only he could spark. In the end, he showed us what strength truly looks like. He left this world the same way he lived in it: surrounded by love and still finding a way to make us smile.

His family will receive friends from 4 to 8 p.m. on Friday, December 5, at Somers Funeral Home, 354 Main St., Somers. A Mass of Christian Burial will take place on Saturday, December 6, at 10:30 a.m. at All Saint Church, 25 School St., Somersville (Please meet directly at church). The family respectfully requests that all who attend the wake and Funeral Mass wear a mask and follow COVID-19 precautions to help protect one another. Burial will be private.

Dear Kathy and family, I just heard of Buddy's passing today. I am so sorry and saddened to hear this. Buddy was a great guy and so close to our (Rossi) family. He is in heaven

I will remember Bud for his warmth and humor. From the moment I meant him almost 30 years ago he was gracious, hospitable, and humorously biting. Though years would go by between our visits he would make it seem as though time was nothing and we picked up just as we left off. I was so saddened to hear of Bud´s passing and have him, Kathy, and the Devlin family in my prayers.

Buddy was a great friend and member of our Shady Lake community. I enjoyed our lake side talks. They always ended with a smile and a couple of Buddy´s favorite words. Buddy will be greatly missed.

I extend my sincere sympathies to the Devlin family. My father introduced me to Bud some 60 yrs ago at Frank and Frances Quagliaroli 's home on Elm St in WLocks. Even now I remember his humor and smile. I spoke again at Phil's book lectures. The Devlins are an amazing family and I am pleased to have gone to school with Marilyn. To be a history advocate with Phil and to have met Bud.

My brother Buddy's death is a big loss to our family. He was always good to me and my sister, the youngest Devlin siblings, all of our lives. He was dedicated to public service everywhere he lived, serving as a medic in the 103rd Fighter Squadron at Bradley Field for six years and as a volunteer ambulance driver in his hometown of Windsor Locks. Everyone in town knew Buddy. If you were to look at WLHS yearbooks in the early 1960's and saw people's nicknames, you can be sure that it was Bud who gave out most of those nicknames, a habit that he picked up from George Rossi, his surrogate father during World War II. Both the Rossi and Rielly families were like family to all of us, particularly to Buddy. It was George who gave him the nickname "Buddy." We will miss him dearly.

Danny and I are so sorry for your loss of Buddy. We have many fun memories of times we spent with the both of you.
Our neighborhood will not be the same without him, as well as dinners at your home.
