Born in Woonsocket, Rhode Island, on December 7, 1952, he was the son of the late Charles and Theresa (Mombourquette) Meagher. He graduated from Blackstone-Millville Regional High School with the Class of 1970. James was a United States Army Vietnam War Veteran serving from 1971 to 1974, receiving the National Defense Service Medal, Armed Forces Expeditionary Medal, and the Good Conduct Medal. After being discharged from active-duty service, he served in the Massachusetts Army National Guard. James received his Associate Degree from Quinsigamond Community College in 1992 and his Bachelor's Degree in Criminal Justice from Framingham State College. James was a campus police officer, detective, and Middlesex County Deputy Sheriff employed by Framingham State College for many years until his retirement. James was a parishioner of the former Sacred Heart of Jesus Church of Gardner. He was a member of Ovila Case VFW Post 905 of Gardner and the Lodge of Elks #1426 of Gardner. An avid outdoorsman, hunter, and sports enthusiast, James found joy in the simple pleasures of life. But his greatest joy was his family.
