Barbara,Craig,Ellen and Brad: Your loss is God's gain. Steve and Diana can chat about so many things from card games, to Barb's mom's funnies as they enjoy the real presence of Jesus in their lives. We'll never forget Monomoy and the Aurora misadventure. Working with Steve at both Kansas City and Chicago Air Route Traffic Control Centers in the 50s and 60s was quite an experience. As Steve said when leaving ATC for Communicfations, he was glad he never got anybody in the air together. Me too. I was glad we could get together for breakfast when I was in Olathe last October and reminisce. God bless you all.

Stephen was the kindest man I have ever known. He showed love, loyalty and devotion to his family and all his school friends. He was willing and always took the extra step in life to bring closeness to us all. My love to Barbara, his soulmate, and to his family.

Dear Carter Family;
We wish that we had the right words to express how saddened we were to hear of the passing of husband and father Stephen. During the times we worked for the FAA, we could always relay on him as being the voice of wisdom and calm whenever a crisis would occur in the world of aviation. We also admire Stephen's contributions to the radio control flying community – not only for his direct involvement but also for his and Barbara's gift of son Brad who also is such a wonderful representative of all things aviation.
Our only solace rests in the knowledge that Stephen is now soaring with the angels and smiles down on us as we mount the wings on our toy airplanes and take to the sky in similar pursuits.
